Commissar Jenkins comes from the Jenkins family, that traces back 20 generations in the Empire. Hailing from the frozen northern reaches, the noble family has a long history of military service. Jenkins father is General Jenkins of the 8th legion. Jenkins grandfather was Lord-General Jenkins of the 2th Grand-Legion. And so on and so forth.
Jenkins is a tall man, fit and obviously quite strong. He wears the uniform of the commissarat of the Imperial Guard, his iconic red sash and aquilla tipped cap quickly denotes himself to be of the infamous organization of disciplinarians and commanders. He has a large bushy grey-black mustache that hides his lips, and a massive scar from a sword wound streaking from his cheek to his jaw.
Jenkins presence on the colony is one of both glory-seeking and duty. It is a Jenkins tradition for the children to first earn respect in the field before they are promoted to high command. As such, he was ordered by his father to travel to Southbridge to establish law and order, and to pave the way for eventual military presence on the continent.
When one first meets Jenkins, they might wonder if he is not quite... there in the head. He often does not understand many mannerisms, and misses obvious social ques. His continual impassive stare makes people think of him as a grumpy or despondent person (though it is indeed the exact opposite). It makes sense to observers once they realize Jenkins zealous conviction to his duty. His entire life he was bred into the role of a soldier, knowing nothing more than his own duty in the family line to become the next great General of the Imperial Guard. With no personal life to speak of, Jenkins is utterly devoted to the law and to the Empire. The Jenkins family has a odd religion as well. Instead of worshiping one of the "four", they worship a deity named the "God-Emperor". Believing that the Empire is pre-destined to rule over the world and beyond, the Jenkins line is determined to bring about the prophecy that circulated around the frozen reaches of the north by firelight: Once the empire stretches from corner to corner, the God-Emperor will take his rightful place on the throne and lead humanity into a new age of glory and conquest.
Though devoted entirely to the Empire, Jenkins is a amiable man once individuals get past his odd way of speaking and conversation. He wants nothing more than to protect the people and therefor fulfill the Guards duty. He will go above and beyond in assisting the populace in any way he can. However, as proven by the recent "Bloody-Wool" incident circulating around town, he is entirely unequipped in dealing with civilian matters.
